Your Rights as an EU/EEA License Holder
As a citizen of an EU member state or the European Economic Area (Norway, Iceland, Liechtenstein), you enjoy the highest level of driver's license recognition in Portugal. This privilege flows from EU Directive 2006/126/EC, which establishes mutual recognition of driving licenses across all EU/EEA member states based on the principle of freedom of movement.
Your license remains fully valid throughout your entire stay in Portugal. You can drive legally on your home country license until it naturally expires - whether that's 5, 10, or 15 years from now. There is no requirement to exchange your license for a Portuguese one in normal circumstances.
This is fundamentally different from how Portugal treats non-EU nationals, who typically face mandatory exchange requirements within specific timeframes. As an EU/EEA citizen, your home license is recognized in Portugal exactly as it would be in your own country.
The key distinction to understand: You must complete a simple registration process, but this is not an exchange. Registration simply updates the Portuguese national driver database with your new Portuguese address - you keep your home country license and continue driving on it.
The 60-Day Registration Requirement
While you don't need to exchange your license, you must register your license and address with IMT (Instituto da Mobilidade e dos Transportes), Portugal's national transport authority.
When the 60-Day Period Begins
The registration deadline is 60 days from the issue date on your Portuguese residence permit from AIMA (Agência para a Integração, Migrações e Asilo). This is not 60 days from when you arrive in Portugal, but rather 60 days from when you officially become a resident according to Portuguese immigration authorities.
What Registration Means
Registration is purely administrative. You're informing Portuguese authorities that:
- You're now a resident of Portugal
- Here's where you live
- You have a valid EU/EEA driving license
IMT updates their national driver database with this information. You keep your original license and continue using it exactly as before. The only difference is that Portuguese authorities now have your current Portuguese address on file.
Why Registration Matters
Beyond legal compliance, registration serves practical purposes:
- If you're stopped by police, they can verify your driving status in their system
- If you're involved in an accident, your license status is clear to insurance companies and authorities

Failing to register within 60 days can result in administrative fines and, in extreme cases, may affect your residence status.
Registration Is Free
Unlike license exchange (which costs €30), registration is completely free of charge. There are no fees at any stage of the registration process.
Required Documents for Registration
To complete your registration, you'll need four things:
1. Valid EU/EEA Passport or National ID Card
Your original passport or ID card proving your EU/EEA citizenship. You'll also need a photocopy or digital scan for the online application.
2. EU/EEA Driving License
Your original, valid driving license from your home country. You'll need both the original and a photocopy or scan. The license must be:
- Currently valid (not expired)
- From an EU/EEA member state
- The physical card itself (digital screenshots are not sufficient for verification)
3. Proof of Portuguese Residence
Any official document showing your current Portuguese address. Acceptable documents include:
- Recent utility bill (electricity, water, gas) in your name
- Rental contract (contrato de arrendamento)
- Residency certificate (atestado de residência) from your local Junta de Freguesia
- Bank statement showing your Portuguese address
The document should be recent (within the last 3 months) and clearly show your full name and complete address.
4. NIF (Portuguese Tax Identification Number)
Your NIF (Número de Identificação Fiscal) is required for all interactions with Portuguese government services. If you don't yet have a NIF, obtaining one is your first priority - you'll need it not just for driver's license registration, but for everything from opening a bank account to signing a lease.
You can obtain a NIF from the Portuguese Tax Authority (Autoridade Tributária e Aduaneira) either in person at any tax office or through authorized representatives.
How to Register: Online or In-Person
You have two options for completing your registration:
Option 1: Online Registration (Recommended)
Visit https://servicos.imt-ip.pt/login.aspx and create an account using one of three authentication methods:
- Chave Móvel Digital (Digital Mobile Key - CMD)
- Cartão de Cidadão (Portuguese Citizen Card, if you have one)
- Portal das Finanças (Tax Authority portal) credentials
Once logged in:
- Navigate to the license registration section
- Complete the online form with your personal details and Portuguese address

Option 2: In-Person Registration

The Guia (Confirmation Document)
After successfully completing registration, IMT issues you a guia - a confirmation document proving you've registered your license and address with Portuguese authorities.
What the Guia Is
The guia is an official acknowledgment letter from IMT stating:
- Your name and NIF
- Your EU/EEA license number
- Your Portuguese address
- Confirmation that you've completed registration
It's a paper or PDF document (depending on whether you registered online or in person), usually one page.
When to Use the Guia
You should carry your guia alongside your home country license when driving in Portugal. If stopped by police or involved in an incident, present both:
- Your original EU/EEA driving license
- Your IMT guia confirming registration
In practice, many EU/EEA license holders report being stopped and presenting only their home license without issue. However, having the guia provides immediate proof of compliance with Portuguese registration requirements and avoids any potential complications.
Guia Validity

- No date
- A dash (-)
- "Unlimited"
- Any indication of no expiry
